Makes corrections in the enrollment of H.R. 3580 (Food and Drug Administration Amendments Act of 2007): (1) to include devices as well as drugs within the scope of provisions regarding an expanded clinical trial registry data bank; and (2) to require that consideration of a citizen petition or a petition for stay of agency action be made separately from review and approval of any application.
