College Access and Opportunity Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize appropriations for HEA programs. Establishes a single definition of institutions of higher education (IHEs) for purposes of their participation in all HEA programs, including title IV student aid programs.
