Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1993 to extend the alien investor (EB-5) regional center program for five years. Expresses the sense of Congress that, to the extent practicable, qualifying program investments should be made in targeted employment areas including rural areas and high unemployment areas.
