Halting Airplane Noise to Give Us Peace Act of 2008 - Prohibits any individual (except flight crew members, flight attendants, or federal law enforcement officers) from engaging in voice communications using a mobile communications device on a passenger aircraft during a flight. Directs the Secretary of Transportation to require all domestic and foreign air carriers to adopt this prohibition. Authorizes the Secretary to waive this prohibition...
