Farm Animals Anti-Cruelty Act - Subjects a person to specified civil and criminal penalties who: (1) kills, mutilates, tortures, or intentionally causes an animal held for commercial use pain or suffering; or (2) has responsibility for an animal held for commercial use and fails to provide it with necessary food, water, shelter, and health care.
