Amends the Inspector General Act of 1978 to include the Chairman of the Commodity Futures Trading Commission (CFTC) and the CFTC within the definitions of "head of the establishment" and "establishment," respectively, and to exclude the CFTC from the definition of "designated federal entity," for purposes of that Act (thus elevating the Inspector General of the CFTC to an Inspector General appointed under that Act).
