San Francisco Bay National Wildlife Refuge Complex Establishment Act - Directs the Secretary of the Interior to establish the San Francisco Bay National Wildlife Refuge Complex (Refuge Complex) as an urban ecosystem wildlife refuge and to publish notice of its establishment in the Federal Register.
