Recreational Performance Outerwear Apparel Act of 2008 - Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain recreational performance outerwear. Establishes the Sustainable Textile and Apparel Research Fund (STAR Fund).
