Web Video Violence Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reduce funding under such Act for states which fail to certify that their laws or official policies require increased penalties for a criminal defendant convicted of a violent crime who places a video or image of the commission of such crime on the Internet.
