High-Tech Worker Relief Act of 2007 - Amends the Immigration and Nationality Act to increase the number of annual H-1B (specialty occupation) visa entrants for FY2007 and FY2008. Eliminates the 20,000 annual cap on aliens with master's or higher degrees who can enter the United States without being subject to H-1B visa limits.
