Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to waive matching fund requirements applicable to the grant program for the purchase of armor vests for law enforcement officers in the case of fiscal hardship.Bulletproof Vest Partnership Grant Act of 2008 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend such program through FY2012.
