Critical Feed Use Fairness Act of 2008 - Permits an owner or operator of land enrolled in the conservation reserve program who submits an affidavit to the Secretary of Agriculture stating that the owner or operator attempted or intended to enroll in the critical feed use program prior to July 8, 2008, to participate in the critical use feed program (including haying or grazing).
