National Hate Crimes Hotline Act of 2009 - Authorizes the Attorney General to award grants to: (1) private, nonprofit entities to establish and operate a national, toll-free telephone hotline and an Internet website to assist victims of hate crimes; and (2) state and local law enforcement entities for educational and training programs on solving hate crimes and establishing dialogues with members of communities who are at-risk of being victims...
