Junior Duck Stamp Conservation and Design Program Reauthorization Act of 2009 - Amends the Junior Duck Stamp Conservation and Design Program Act of 1994 to: (1) require reports every five years on the status of the Junior Duck Stamp Conservation and Design Program in each state; and (2) authorize appropriations for the administrative expenses of the Program through FY2015.
