Department of Justice Inspector General Authority Improvement Act of 2009 - Amends the Inspector General Act of 1978 to eliminate restrictions on the authority of the Inspector General of the Department of Justice (DOJ) to refer allegations of misconduct involving DOJ attorneys, investigators, or law enforcement personnel to the Office of Professional Responsibility.
