Safe Dispersants Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the use of a dispersant in response to a discharge of oil or hazardous substances unless the dispersant has been listed by the Administrator of the Environmental Protection Agency (EPA) on the National Contingency Plan Product Schedule. Authorizes the Administrator to list a dispersant on the Schedule if: (1) the dispersant...
