Safe Dispersants Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the use of a dispersant in response to a discharge of oil or hazardous substances unless the dispersant has been listed by the Administrator of the Environmental Protection Agency (EPA) on the National Contingency Plan Product Schedule.
