Veterans Access to Care Act - Amends the Public Health Service Act to designate medical facilities of the Department of Veterans Affairs (VA) as health professional shortage areas. Requires, for eligibility to participate in the National Health Service Corps Scholarship Program and the National Health Service Corps Loan Repayment Program, that an individual not be participating in the VA's Health Professionals Educational Assistance Program....
