Oil Spill Liability Trust Fund Improvement Act of 2010 - Amends the Internal Revenue Code to permanently increase the Oil Spill Liability Trust Fund financing rate to 9 cents a barrel. Suspends such financing rate in any calendar quarter in which the unobligated balance in the Oil Spill Liability Trust Fund is greater than $10 billion.
