Veterans Telehealth and Other Care Improvements Act of 2010 - Title I: Quality of Care and Access Matters - (Sec. 101) Authorizes the Secretary of Veterans Affairs (VA) to waive the imposition or collection of copayments for telehealth and telemedicine visits of veterans.
