Postal Operations Sustainment and Transformation Act of 2010 or the POST Act of 2010 - Modifies the methodology for calculating the amount of any Postal surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM) to redetermine that surplus or liability as of the close of FY2010, and for each year thereafter through FY2042.
