Transportation Security Administration Ombudsman Act of 2011 - Establishes in the Transportation Security Administration (TSA) of the Department of Homeland Security (DHS) an Office of the Ombudsman, which shall be headed by the Ombudsman of TSA. Requires the individual appointed as Ombudsman to have expertise in: (1) labor and employment relations with federal agencies, and (2) dispute resolution.
