Domestic Refugee Resettlement Reform and Modernization Act of 2011 - Directs the Comptroller General to conduct a study regarding the effectiveness of the Office of Refugee Resettlement's domestic refugee resettlement programs. Amends the Immigration and Nationality Act to establish as head of the Office an Assistant Secretary of Health and Human Services for Refugee and Asylee Resettlement. (Currently, the head of such Office is a Director.)...
