FCC "ABCs" Act of 2011 - Requires the Federal Communications Commission (FCC) to include in each notice of proposed rule making and in each final rule issued by the FCC an analysis of the benefits and costs of such proposed rule or final rule. Prohibits any appropriations for the express purpose of carrying out this Act.
