Humanitarian Aid for Americans Act - Prohibits any appropriation during calendar year 2011 or 2012 for disaster assistance from being: (1) counted for any budgetary purpose of the Congressional Budget Act of 1974 or of any rule of either chamber, or (2) required to be accompanied by any budgetary offset.
