Putting America Back to Work Act of 2011 - Amends the Internal Revenue Code to extend the tax deduction for dividends received from a controlled foreign corporation that are reinvested in the United States. Establishes in the Treasury the Jobs Trust Fund to fund infrastructure projects and improvements in the United States.
