Northeast Corridor Rail Tunnel Safety Act - Authorizes appropriations to the Secretary of Transportation (DOT) for Amtrak use, after the Secretary has received and approved a project engineering and financial plan, to complete New York tunnel life safety projects and to rehabilitate tunnels in Washington, D.C., and Baltimore, Maryland.
