Ensuring the Effective Use of United States Aid to Pakistan Act - Prohibits assistance to Pakistan under specified provisions of law. Authorizes other assistance to Pakistan only during a period for which the President certifies (or recertifies) to Congress that the government of Pakistan: (1) is cooperating with the United States in efforts against Al Qaeda, the Taliban, and associated terrorist groups; (2) does not impede U.S....
