Efficient Use of Educational Resources Act - Amends part D (Enhancing Education through Technology) of title II of the Elementary and Secondary Education Act of 1965 to repeal the Ready-to-Learn Television program. (The Ready to Learn Television program supports the development, by public telecommunications entities, of educational television and digital media for preschool and elementary school children and their families.)
