Small Business Growth and Federal Accountability Act of 2012 - Prohibits a federal department or agency not meeting its fiscal year goal for awarding procurement contracts to small businesses from expending, for procurement, more than 90% of the amount expended in the fiscal year with respect to which that department or agency did not meet the goal.
