Protecting Post Offices Act - Eliminates scheduled payments for pre-funding the Retiree Health Benefit Fund by the U.S. Postal Service (USPS). Recalculates the amounts which USPS is required to pay to such Fund beginning in 2012. Authorizes USPS to provide nonpostal services.
