Protecting Post Offices Act - Eliminates scheduled payments for pre-funding the Retiree Health Benefit Fund by the U.S. Postal Service (USPS). Recalculates the amounts which USPS is required to pay to such Fund beginning in 2012. Authorizes USPS to provide nonpostal services. Prohibits USPS from closing or consolidating any post office or other postal facility in an area that has a high rate of poverty or unemployment. Grants the Postmaster...
