Prohibits a naval vessel (or any other vessel under the jurisdiction of the Secretary of the Navy) that has its home port in the United States, Guam, or the Commonwealth of the Northern Mariana Islands from being overhauled, repaired, or maintained in a shipyard outside the United States, Guam, or the Commonwealth of the Northern Mariana Islands, except for voyage repairs.
