The instructions contained in the motion seek to require the bill to be reported back the House with an amendment commending Presidents Barack Obama, George W. Bush and Bill Clinton and the United States intelligence community for their successful operation in bringing Osama bin Laden to justice. It also seeks to require the head of each element of the intelligence community to place the highest priority on funding activities that will contribute to the continued disruption, dismantlement and defeat of remaining al Qaeda terrorists and affiliated organizations that threaten the national security of the United States.
