Veterans Health Care Improvement Act of 2013 - Directs the Secretary of Veterans Affairs to: (1) submit to Congress a plan to introduce pay-for-performance mechanisms into contracts which compensate Department of Veterans Affairs (VA) contractors for the provision of veterans' health care services through community-based outpatient clinics (clinics), (2) commence plan implementation within 60 days after submission, and (3) report semiannually...
