Coast Guard Academy Opportunity Act Modifies the Coast Guard Academy cadet nomination process by requiring that half of each incoming class be composed of cadets nominated by: (1) the Vice President or, if there is no Vice President, the President pro tempore of the Senate; (2) a Senator; (3) a Member of the House of Representatives; and (4) the various delegates to Congress, including the Resident Commissioner from Puerto Rico.
