Foreign Affairs Inclusion Reporting Act or the FAIR Act This bill directs the Department of State to report to Congress within 180 days and quadrennially thereafter on State Department efforts to promote equal opportunity for all American employees in direct hire and personal service contractors status, particularly Foreign Service employees.
