HBCU Innovation Fund Act This bill amends title VII (Graduate and Postsecondary Improvement Programs) of the Higher Education Act of 1965 to establish a competitive grant program for historically black colleges and universities to plan, develop, and implement innovations that enable disadvantaged students to enroll in, persist through, and graduate from college.
