Defend Our Capital Act of 2015 This bill requires the District of Columbia Chief of Police to issue a five-year license to carry a concealed firearm on or about the person to any qualified individual who completes the application process. The District of Columbia Code is amended to authorize certain individuals to carry firearms in certain places and for certain purposes.
