Pollution Transparency Act The heads of federal agencies in making certain rulemaking or procurement decisions must consider the costs of carbon dioxide, methane, and nitrous oxide emissions as specified in the bill. The bill establishes the Interagency Working Group on the Costs of Greenhouse Gases. The working group must evaluate the calculation method of the cost of greenhouse gases every five years.
