  • CCIM Institute opposed H.R. 1935, titled as "To amend the Internal Revenue Code of 1986 to provide for the treatment of partnership interests held by partners providing services." The bill proposed to eliminate capital gains treatment for any carried interest of a real estate partnership. Specifically, CCIM Institute supported an exemption for real estate partnerships from this tax treatment.
  • CCIM Institute opposed H.R. 2454, originally titled as "To create clean energy jobs, achieve energy independence, reduce global warming pollution and transition to a clean energy economy." This bill has since been renumbered and renamed as H.R. 2998, the American Clean Energy and Security Act of 2009. CCIM Institute supported incentive-based legislation that achieves energy efficiency in buildings and provides financial assistance for retrofits. Additionally, CCIM Institute opposed mandatory labeling, building code development by federal agencies and mandatory retrofitting. CCIM Institute supported H.R. 1778, called the Retrofit for Energy and Environmental Performance (REEP) Program Act, which provides incentives for energy retrofits for buildings.
  • CCIM Institute urged Congress to provide favorable relief to the liquidity crisis in the commercial real estate industry. Specifically, CCIM Institute requested Congress to provide for the availability of small business loans, short-term loans for capital improvements, and refinancing for mortgages in any stimulus plan. CCIM Institute asked Congress to support the federal government's Public-Private Investment Program (PPIP) and Term Asset-backed Securities Loan Facility (TALF).Furthermore, CCIM Institute urged Congress to expand the financing of TALF loans to a 5-year term, support new Finacial Accounting Standards Board (FASB) guidance on mark-to-market accounting of assets in an illiquid market, and hold a hearing on the state of the commercial real estate industry.
