Tracking and reporting on legislation, as well as agency funding awards and implementation guidance, to address the Covid-19 pandemic, including the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020, Families First Coronavirus Response Act, the CARES Act,, the COVID relief title of HR 133 -- Consolidated Appropriations Act 2021, the Infrastructure Investment & Jobs Act, and the American Rescue Plan Act, with a focus on provisions addressing public health and hospital funding, state, local and tribal government (SALT) relief, local government use of funds, education funding, small business relief, (Paycheck Protection Program & SBA Economic Injury Disaster Loans), transportation funding, restaurant relief and fisheries disaster relief. Tracking of Dept of Treasury and other Federal Department/agency implementing guidance and FAQs. Support for legislation to make eligibility changes to enable consolidated city/borough governments to receive COVID relief under county/borough derived formula (included in final FY 2023 Omnibus Appropriations Bill).   • Advocacy for Maritime Security Program (MSP) appropriations on behalf of Robertson, Monagle & Eastaugh clients Maersk, American President Lines, and the Transportation Institute as part of the FY 2023 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bills. Monitoring of and advocacy for funding for Tanker Security Program funding. Monitoring of funding for vessel replacement in DOD/TRANSCOM surge sealift and MARAD Ready Reserve Force fleets. Monitoring of hearings/legislative developments for Robertson, Monagle & Eastaugh clients VT Halter Marine, Maersk, American President Lines, and Transportation Institute with a focus on shipbuilding, Maritime Security Program (MSP), MARAD and NOAA funding in DOD, DOT, DOC and Coast Guard accounts, and National Defense Sealift Fund. Monitoring of U.S. Coast Guard vessel program developments and FY 2023 appropriations legislation (including final Omnibus Appropriations Bill) for Fast Response Cutters, Polar Ice Breakers, National Security Cutters, Offshore Patrol Cutters, Waterways Commerce Cutters and Patrol Boats in the FY 2023 Dept of Homeland Security Appropriations Bills. Monitoring and reporting on shipbuilding authorization and funding in the FY 2023 NDAA and FY 2023 Defense Appropriations Bills. Tracking and reporting on DOD and MARAD vessel replacement plans for the nation's defense sealift fleet. Also, monitoring funding and program developments in MARAD's Cable Vessel Security and Tanker Security Programs (TSP).   • Advocacy for Federal marine fisheries research, salmon and data collection funding on behalf of Robertson, Monagle & Eastaugh client Pacific States Marine Fisheries Commission as part of the FY 2023 Commerce, Justice, Science and Related Agencies Appropriations Bills and inclusion in the final FY 2023 Omnibus Appropriations Bill. Tracking of regulatory and legislative developments to protect marine mammals on the West Coast. Monitoring of fisheries and oceans-related provisions contained in the Infrastructure Investment & Jobs Act, grant opportunities and funding awards.
