Before assuming this position, Mr. Roth was the Deputy Comptroller (Program/Budget), Office of the Under Secretary of Defense (Comptroller). As the most senior career financial manager in the Department, Mr. Roth was responsible for the preparation and monitoring of the entire Defense budget. Prior to this, he was Deputy Director of the Investment Directorate, Office of the Under Secretary of Defense (Comptroller) where he was responsible for all Defense programs funded by Procurement and Research, Development, Test and Evaluation (RDT&E) appropriations. Mr. Roth entered the Senior Executive Service in 1990. Mr. Roth graduated from the University of Virginia in 1974 with a Bachelor of Arts degree and earned a Master of Science degree in Public Administration from George Washington University in 1977. Mr. Roth has also completed the Executive Excellence Program at the Federal Executive Institute, the National Security Leadership Course at Syracuse University and the Program for Senior Managers in Government at Harvard University. Mr. Roth entered civil service as a trainee in the Department of the Navy’s Centralized Financial Management Training Program. Mr. Roth was awarded the Meritorious Executive Presidential Rank Award in 2005 and the Distinguished Executive Presidential Rank Award in 2012. Mr. Robert Scher previously served as the Deputy Assistant Secretary of Defense for Plans within the Office of the Deputy Under Secretary of Defense for Strategy, Plans, and Forces. In this role, he oversaw the development of guidance for military campaign and contingency plans, the processes for reviewing and assessing these plans, and the development and implementation of U.S. global defense posture. Prior to serving as DASD Plans, Mr. Scher was the Deputy Assistant Secretary for South and Southeast Asia within the Office of the Assistant Secretary of Defense for Asian and Pacific Security Affairs. In this capacity, Mr. Scher served as the principal advisor to senior leadership within the Department of Defense for all South and Southeast Asia policy matters pertaining to strategies and plans, including international strategy development, and implementation. He was responsible for managing the bilateral security relationships with the nations of this region and spearheaded DoD participation in regional multilateral fora. Prior to his first appointment in 2009, Mr. Scher was an associate at the consulting firm of Booz Allen Hamilton where he led efforts to assist Asian nations in improving their defense and national security decision making processes. He also led analytical efforts supporting the Office of the Secretary of Defense (OSD) on strategy development and Asia-related issues. Earlier, Mr. Scher worked for 15 years in the Departments of Defense and State, and held numerous posts covering Asian security and defense policy issues. He served as Chief-of-Staff to the Deputy Under Secretary of Defense for Asian and Pacific Affairs in the Office of the Secretary of Defense, overseeing the operation of the OSD office responsible for bilateral and multilateral security relations in Asia. Additionally, Mr. Scher helped develop the strategic basis for U.S. defense strategy, participating in the oversight of the 1993 Bottom-Up Review and the 1997 Quadrennial Defense Review. He co-authored Presidential Decision Directive-56 on conducting complex contingency operations, and was involved in planning for U.S. support to operations ranging from Iraqi election support to deploying U.S. forces to East Timor and the southern Philippines. While at the Department of State, he served on the Secretary’s Policy Planning Staff providing advice on Asia, counterterrorism and political military affairs. Mr. Scher entered government service through the Presidential Management Fellowship Program.

Previously, Mr. Schriver served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs. He was responsible for China, Taiwan, Mongolia, Hong Kong, Australia, New Zealand, and the Pacific Islands. From 2001 to 2003, he served as Chief of Staff and Senior Policy Advisor to the Deputy Secretary of State. From 1994 to 1998, he worked in the Office of the Secretary of Defense, including as the senior official responsible for the day-to-day management of U.S. bilateral relations with the People's Liberation Army and the bilateral security and military relationships with Taiwan. Prior to his civilian service, he served as an active duty Navy Intelligence Officer from 1989 to 1991, including a deployment in support of Operation Desert Shield/Desert Storm. After active duty, he served in the Navy Reserves for nine years, including as Special Assistant to the Chairman of the Joint Chiefs of Staff and an attaché at U.S. Embassy Beijing and U.S. Embassy Ulaanbaatar. Mr. Schriver has won numerous military and civilian awards from the U.S. government and was presented while at the State Department with the Order of the Propitious Clouds by the President of Taiwan for service promoting U.S.-Taiwan relations. Mr. Schriver received a Bachelor of Arts degree in history from Williams College and a Master of Arts degree from Harvard University.

Mr. Shanahan most recently served as Boeing senior vice president, Supply Chain & Operations. A Washington state native, Mr. Shanahan joined Boeing in 1986 and spent over three decades with the company. He previously worked as senior vice president of Commercial Airplane Programs, managing profit and loss for the 737, 747, 767, 777 and 787 programs and the operations at Boeing's principal manufacturing sites; as vice president and general manager of the 787 Dreamliner, leading the program during a critical development period; as vice president and general manager of Boeing Missile Defense Systems, overseeing the Ground-based Midcourse Defense system, Airborne Laser and Advanced Tactical Laser; and as vice president and general manager of Boeing Rotorcraft Systems, overseeing the Apache, Chinook and Osprey. A native of Great Bend, Kansas, Rear Adm. Greg Slavonic was raised in Oklahoma City, Oklahoma. He graduated with a Bachelor of Science from Oklahoma State University and then enlisted in the Navy. After completing boot camp and Signalman "A" school he received orders to the aircraft carrier USS Constellation (CVA 64) and completed two western Pacific deployments in support of combat operations in Vietnam. In 1976, he earned a master’s degree from the University of Central Oklahoma. In November 1990, Slavonic was deployed to Southeast Asia to support Operations Desert Shield and Desert Storm and assigned to General H. Norman Schwarzkopf, commander, U.S. Central Command. He was assigned to the Joint Information Bureau (JIB) in Dhahran, Saudi Arabia. He served as the chief of the Navy’s New Desk and the senior combat correspondent pool (CCP) officer. The CCP assignment included embarking with a media pool aboard the USS Tripoli (LPH 10) when the ship struck an underwater tethered mine causing extensive flooding to the forward third of the ship, almost sinking her. In his 34 year career, Slavonic served in many leadership roles including four command tours. On one command tour was honored as a recipient of the Rear Adm. Robert Ravitz Award for public affairs excellence. He led two Joint U.S. Military Assistance Teams to Manila, advising the Armed Forces of Philippines on effective use of strategic communications operations against the Islamic terrorist group Abu Sayyaf. In addition, Slavonic lead public affairs team which coordinated and executed the media coverage for commissioning ceremony of the nuclear-powered aircraft carrier USS Ronald Reagan (CVN 76) and for movie premiere “Pearl Harbor” aboard the USS Stennis (CVN 74). Slavonic was the Navy’s sixth special assistant to the chief of information in Washington, D.C., and director of public affairs (Reserve) from June 2001 to 2005. In this dual role, he served as principal advisor to the chief of information responsible for all aspects of the Navy’s Public Affairs Program. He established and maintained professional working relationships with Navy Secretariat offices, other Department of Defense commands and activities within the Pentagon and in the Washington Capitol Region. In addition, he was responsible for the training and readiness of more than 500 public affairs specialists assigned to 26 different units across the United States. In June 2004, Slavonic was mobilized to support Operation Enduring Freedom II, Baghdad, Iraq. He was assigned to the newly formed Multinational Force-Iraq (MNF-I) staff and served as the director of strategic communications and public affairs for Commanding General. He was the first U.S. Navy flag officer assigned to MNF-I and directed the daily operations for Combined Press Information Center (CPIC). During his deployment he also organized and directed the media pool for the first court appearance and arraignment of Saddam Hussein and eleven other high ranking Iraqi officials. In addition, worked closely with U.S. State Department to resolve many sensitive international issues at the historical biblical site of Babylon. His military awards include the Legion of Merit Medal, Bronze Star Medal (two awards), Meritorious Service Medal (three awards) Navy and Marine Corps Commendation Medal (two awards), Combat Action Ribbon, Presidential Unit Citation and numerous other campaign and service medals. During his civilian career he held many media management positions. He served as co-chair and led the effort to design, build and raise $1.1 million dollars for the USS Oklahoma Memorial at Pearl Harbor. Slavonic is currently the chief of staff for U.S. Senator James Lankford (OK-R).

A Connecticut native, Spencer graduated from Rollins College in 1976 with a Bachelor of Arts in Economics.
