Brig. Gen. David G. Ehrhart is Staff Judge Advocate, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. He is the principal legal adviser to the AFMC Commander and staff. The command's 77,000 people manage $47 billion annually in research, development, test and evaluation while providing the acquisition management services and logistics support required to develop, procure and sustain Air Force weapon systems. He oversees more than 330 attorneys and nearly 200 paralegals at 18 locations. His responsibilities included all Air Force litigation before the Armed Services Board of Contract Appeals, having a case value approaching $2 billion. General Ehrhart was born in Topeka, Kan., and raised in Omaha, Neb. He graduated from the U.S. Air Force Academy in 1975 and first served as a design engineer and contract programmer. His litigation experience includes assignments as a Prosecutor, Circuit Defense Counsel and as a government contracts litigator. He was Commandant of the Air Force Judge Advocate General School and Commander of the Air Force Legal Services Agency. The general has also served as Staff Judge Advocate for a fighter wing, an air logistics center and Headquarters U.S. Air Forces in Europe. For the past seven years, Esper was a senior executive at the Raytheon Company as Vice President for Government Relations. From 2008-2010, Esper served concurrently as Executive Vice President for the U.S. Chamber of Commerce’s Global Intellectual Property Center and as Vice President for Europe and Eurasian Affairs. From 2006-2007 he served as COO and Executive Vice President of Defense and International Affairs at the Aerospace Industries Association. Esper also has extensive experience working on Capitol Hill. He served as National Security Advisor for Senate Majority Leader Bill Frist; Policy Director for the House Armed Services Committee; and as a Professional Staff Member on the Senate Foreign Relations and Government Affairs Committees where he was responsible for national security issues. Esper also served as the Legislative Director and Senior Policy Advisor to Senator Chuck Hagel. His Pentagon experience includes serving as the Deputy Assistant Secretary of Defense (Negotiations Policy) in the Office of the Secretary of Defense and earlier on the Army staff as a war planner. Esper was also a Chief of Staff of the Heritage Foundation, and taught at Missouri State University’s Department of Defense and Strategic Studies program in Fairfax, Virginia. Before taking up his current position, Tom was a professional staff member for the Senate Armed Services Committee, where he served as the lead advisor to the Chairman of the Armed Services Committee on matters relating to national military strategy, counterterrorism, international defense cooperation, and foreign policy issues in the U.S. European Command and U.S. Central Command. He worked on legislation such as the European Deterrence Initiative, security assistance to Ukraine, the Afghan Security Forces Fund, and Special Immigrant Visas, and was responsible for legislative issues regarding the conflicts in Syria, Iraq, and Yemen. He was also the lead staffer to the Chairman of the Emerging Threats and Capabilities Subcommittee. Tom joined the staff of the Senate Armed Services Committee after a career in the United States Air Force and served as the Director for Strategic and Eastern European Affairs at the National Security Council and Senior Military Advisor to the Assistant Secretary of State for European and Eurasian Affairs at the State Department. As the Director for Strategic and Eastern European Affairs, Tom helped in the preparation and execution of the 2012 NATO Summit in Chicago, including supporting efforts to enable the declaration of interim capability of the U.S. contribution to NATO Ballistic Missile Defense, the European Phased Adaptive Approach. Nominated by President George W. Bush and confirmed by the United States Senate, Michael Griffin began his duties as the 11th Administrator of the National Aeronautics and Space Administration on April 14, 2005. As Administrator, he leads the NASA team and manages its resources to advance the U.S. Vision for Space Exploration. Prior to being nominated as NASA Administrator, Griffin was serving as Space Department Head at Johns Hopkins University's Applied Physics Laboratory in Laurel, Md. He was previously President and Chief Operating Officer of In-Q-Tel, Inc., and also served in several positions within Orbital Sciences Corporation, Dulles, Va., including Chief Executive Officer of Orbital's Magellan Systems division and General Manager of the Space Systems Group. Prior to becoming Assistant Secretary of Defense for Legislative Affairs, Mr. Hood served as the Vice President for Government Affairs for CH2M, where he was responsible for advising the company on its Federal Government work. Mr. Hood previously served in the White House as a Special Assistant to President George W. Bush in the Office of Legislative Affairs, overseeing coordination with the Senate, including the Armed Services, Homeland Security, Foreign Relations, and Intelligence Committees.
