s Senior Counselor to the Bureau of Land Management, I provide counsel on the full range of initiatives under the purview of the Director to ensure programs and policies adhere to departmental goals, policies, and objectives. As a trial attorney in the Department of Justice’s (DOJ) Environmental Natural Resources Division (ENRD) for almost a decade, practicing exclusively on environmental, natural resources, and federal land issues across the United States, I focused on oil and gas, renewable energy, mining, forestry, endangered species, transportation and related infrastructure, and Native American issues. During my tenure at DOJ, I won numerous cases on merits briefing, litigating every aspect of the National Environmental Policy Act, Federal Land Policy and Management Act, and National Forest Management Act, under the Administrative Procedure Act. I handled a variety of extractive mineral issues, including significant cases involving leasing decisions (onshore and offshore), mine plan approvals, applications for permits to drill, land exchanges, enforcement decisions, and royalty decisions. I also served as the Natural Resources Section’s sole resource for bankruptcy issues, which included significant participation in cases involving the nation’s largest coal companies, giving me additional experience with the Surface Mining Control and Reclamation Act, under the statute’s self-bonding provisions. I was also the lead attorney on numerous cases involving Section 4(f), and gained trial experience with Indian trust issues that presented a range of unique natural resource issues; the Quiet Title Act; and Fifth Amendment takings. I also defended a number of species-related issues. Prior to joining DOJ I spent 7 years engaged in a broad civil practice in Texas.
