Highway Planning and Construction The Project will provide for the surface renovation of approximately 14.8 miles of Indian Service Route 18, the Ponemah Road, from Minnesota Trunk Highway No. 1 North to Sucker Creek near the village of Ponemah, Minnesota and 0.3 miles of Indian Service Route 17, Jerrome Cut Off, from Indian Service No. 18 East to Jensen?s Store, located on the Red Lake Indian Reservation. The work consists of full depth recycling of the existing bituminous surface, applying a new Tow inch asphalt binder course and a Two inch asphalt wearing course, new gravel shouldering and applying new epoxy pavement markings. The Ponemah Road is a 32 foot wide roadway as is the Jerome Cut Off Road. The renovated roadways will include two twelve foot bituminous paved travel lances and two four foot gravel shoulders. All work will be performed in accordance with the design drawings and specification to be provided by Red Lake Tribal Roads Program. The Contractor shall provide all labor (including appropriate craft personnel, field engineer, safety representative, superintendent, and office support personnel), material, and equipment necessary to perform the scope of work. The Contractor shall be responsible for traffic control barriers in accordance with the approved traffic control plan. As there are no reasonable opportunities for detours around the sections of road to be renovated, it is expected that the road will remain passable throughout the construction period. Child Care and Development Block Grant Red Lake Band of Chippewa Indians will receive an additional $151,441.00 for the child care program. These funds will be used to assist the families & providers by increasing & maintaining quality activities on health & safety, including a focus on profeessional development including promotional items such as brochures, & resources. The Child Care Office Assistant will assist with the day to day office duties in the child care office. The addition of the office staff will assist in the data collection of families & providers & to promote the child care program. The non-traditional hour child care provider will provide extended child care during the evenings at the Center for overview & classes. The Ojibwe Culture Experts will provide parenting sessions about traditional Ojibwe child rearing practices including respect for self and others, respect for Mother Earth, lessons of the cradle board, positive discipline, cultural activities for children & Ojibwe language. These educational trainings will be held in the evenings so that child care providers & families will be able to attend. Ojibwe culture Experts will be given a stipend of $250 for each session that they hold. Letters & posters will be distributed in the community announcing the events. Child Care Providers that attend these sessions will be given credit hours towards their requirement for training. A meal & incentives will be provided at each of the events & any supplies that the Expert may need. A specific Culture Expert will complete an Ojibwe activities education book for child care providers. This book will be reproducible, and will consist of the number, color, shapes, seasons, Ojibwe calendar & focus on literacy development. Grants & Contracts for Higher Quality will be the primary focus for child care providers to promote child development & improve health & safety for the children in their care. These requirements will be met by purchasing safety items such as; fences, filing containers for required immunization and other related health documents including emergency information, & infant changing tables. The playground upgrade for the Red Lake Day Care Center located in Red Lake will help maintain the health and safety codes required of the Handbook for Public Playground Safety by the U.S. Consumer Product Safety Commission. These items will assist in the children?s overall safety & assist in promoting healthy play. These funds will be used to assist the families and providers by increasing and maintaining quality activities on health and safety, including a focuus on professional development including promotional items such as brochures, and resources. The Child Care Office Assistant will assist with the day to day office duties in the child care office. The addition of the office staff will assist in the data collection of families and providers and to promote the child care program. The non-traditional hour child care provider will provide extended child care during the evenings at the Center for overview and classes. The Ojibwe Culture Experts will provide parenting sessions about traditional Ojibwe child rearing practices including respect for self and others, respect for Mother Earth, lessons of the cradle board, positive discipline, cultural activities for children and Ojibwe language. These educational trainings will be held in the evenings so that child care providers and families will be able to attend. Ojibwe culture Experts will be given a stipend of $250 for each session that they hold. Letters and posters will be distributed in the community announcing the events. Child Care Providers that attend these sessions will be given credit hours towards their requirement for training. A meal and incentives will be provided at each of the events and any supplies that the Expert may need. A specific Culture Expert will complete an Ojibwe activities education book for child care providers. This book will be reproducible, and will consist of the number, color, shapes, seasons, Ojibwe calendar and focus on literacy development. Grants and Contracts for Higher Quality will be the primary focus for child care providers to promote child development and improve health and safety for the children in their care. These requirements will be met by purchasing safety items such as; fences, filing containers for required immunization and other related health documents including emergency information, and infant changing tables. The playground upgrade for the Red Lake Day Care Center located in Red Lake will help maintain the health and safety codes required of the Handbook for Public Playground Safety by the U.S. Consumer Product Safety Commission. Recovery Act - Edward Byrne Memorial Competitive Grant Program With the current economic climate negatively affecting most all facets of business, government and industry, for-profits and not-for-profits alike are feeling the pinch, and most all family units are under some level of duress--especiallyy those families that reside in the nation's most distressed areas which are often those hardest hit by even subtle economic challenges. In light of the current recession, many Boys & Girls Clubs are in need of additional resources to help youth and their families cope during these difficult times and to ensure that the Clubs remain an institution of stability and predicatability in the lives of Club members, while essential programs and services continue uninterrupted. Boys & Girls Clubs of America (BGCA) will utilize American Recovery and Reinvestment Act (ARRA 2009) funding to issue more than 1000 OJP National Mentoring Program grants to sub-recipient Boys & Girls Clubs that will serve to promote economic recovery through the creation and/or preservation of more than 800 Full-Time Equivalents (FTE) jobs. The primary award goals are to preserve and create jobs to expand and enhance mentoring programs and experiences at local Boys & Girls Clubs and to maintain other essential services without interruption. These goals will be met through the administration of three grant objectives. Objective 1: Unit Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 2: Extension Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 3: Native American Clubs (both Unit and Extension Level) will promote economic recovery through the creation and/or preservation of Club staff jobs to deliver and support the mentoring objectives of the inititative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program . It is projected that a significant percentage of the jobs created and preserved through this award will be realized in distressed and disadvantaged communities nationwide.
