Federal health inspectors from the Centers for Disease Control and Prevention inspect cruise ships twice a year, checking everything from kitchen equipment to dishwasher temperatures, and grade ships based on what they find. A score below 86 is considered failing. Cruise ships are also required to report all illness outbreaks affecting more than 3% of passengers or crew to the CDC. Inspections and outbreaks from 2010 to the present are shown below.

Plastic blade guide for the meat saw was worn and difficult to clean. A new blade guide was installed before the inspection team left the butcher shop.

Substantial work has been completed to make the decks in food preparation areas of the galleys and pantries smooth and easily cleanable. Work is quickly progressing to eliminate these problem decks and scuppers in the crew galley, and other food and beverage areas.

A rolling bin of rice had a pan for a bin lid that did not provide complete protection to the uncooked rice. Plastic wrap was placed over the opening.

Galley-Dishwash Machine

Water was leaking from the prewash compartment onto the deck.

The countertop gutter way at the soiled entrance of the mechanical glass wash machine was clogged and filled with dirty water. Crew members had two towels on the counter in front of the gutter way to soak-up the dirty water that splashed back out from the gutter way.

Condensation was collecting on the deckhead and bulkhead on the soiled end of the machine. No condensation was observed dripping onto the soiled equipment below.

Two toaster machines and several boxes of clean, previously used plastic cups were stored in this room.

The machine had been placed out of service because the evaporator was not functioning properly. The machine was in operation at the time of the inspection and the ice bin contained ice.

During the cruise from 24-28 March, a roommate of a food handler with acute gastroenteritis (AGE) was interviewed initially and 24 hours after the crew member's symptoms began, but not 48 hours after the crew member's symptoms began.

There were no plumbing system components indicated for any of the air gaps on the cross-connection control program. For example, the location of the air gaps stated 'Bell Box' and 'Engine Room'. The exact location and plumbing system component of the air gap could not be determined.

There was a double-check backflow prevention device with no relief vent installed between the distillate water line on the way to the chlorine injection point and to the technical water line.

There were too numerous to count plates, bowls, food bins, and pieces of equipment that were not stored covered or inverted in this storage room. Also, there were food bins, a few baking sheets, and other equipment that was unidentifiable stored on the deck. Many pieces of equipment were stored wet with copious amounts of water that pooled on the deck when they were moved. At least one container full of soiled utensils on the food contact surfaces was found. Finally many pieces of clean equipment were stored among carrying equipment, display items for holiday and special occasion use and at least three soiled wooden display racks.

The deck in this storage room was soiled with a sticky substance, pieces of paper and plastic, and pooled water from several pieces of equipment stored wet. The deck was also cracked and chipped in several areas. There was so much equipment in this room, including several pieces of equipment stored on the deck, that the inspector could not assess the entire room.

The children's area received a large renovation during the most recent dry dock last year, but none of the handwashing sinks used by children less than six years old were less than 560 millimeters (22 inches) from the deck as required in section 34.1.1 of the 2011 Construction Guidelines. During operations, no step stools were provided. Also, there were no sinks for children in the nursery. According to staff the kids used the sanitary wipes for their hands. The sinks were very tall and more than 560 millimeters (22 inches) from the deck and no step stools were available during operations.

The time control plan stated the food came from 'galleys' on temperature control. According to staff, the food came from the crew galley on temperature control before it was placed on time control in the children's area.

There was a sticky yellow and brown residue around the perimeter of the gasket on the inside of the ice machine cover against the cuber panels. Also, there was a gray spray paint on the inside of both sides of the ice machine on the stainless brackets. There was no documentation indicating this paint was approved for use on a food contact surface.

According to staff, the bone crusher had not been in use since before dry dock which began on September 2013. Upon further inspection, old food residue was observed inside the pulper system. Dead flies were also observed on the sorting table to the crusher equipment. Several flies were noticed in the provision corridor outside the room prior to entering the room.

Light intensity could not reach 110 lux behind the pastry oven, 220 lux at the handwash station near the potwash, and 110 lux behind the port side combination ovens.

A comprehensive lighting plan was observed to address the deficient areas mentioned in this report. All the lighting violations noted in the previous inspection has been corrected and almost all the lighting observations made during the construction inspection had already been added to the plan.

The far point analyzer was not accurate to within 0.2 ppm of free halogen residual when measured by both the inspector and crew member. The free chlorine analyzer read a value of 1.43 ppm while the inspector and crew member measured values with their electronic test kits of 1.86 ppm and 1.81 ppm respectfully. The analyzer was recalibrated.

Recreational Water Facilities-Antientrapment Drain Covers

The letter from Disney's registered design professional indicating ASME A112.19.8-2007 compliance for the shipyard constructed gravity drain covers in the swimming pools did not meet all the requirements as specified in section 6.7.1.2.2 of the 2011 VSP Operations Manual. The letter was missing the specifications and dimensions of the drain cover as well as the exact location of the RWFs for which it was approved. The letter also mentioned that these drain covers were installed as suction drain covers in the 4 whirlpools, however, a different type of suction drain cover which was not field fabricated was observed in the whirlpools.

During active bunkering of potable water the free chlorine residual when measured manually by the inspector was 1.55 ppm (mg/L), 1.97 ppm, and 1.81 ppm on repeated tests. The ship's staff measured 2.4 in the high range of their kit (requires a minimum sample concentration of chlorine above 2 ppm to use high range). When an immediate second test was made using the same kit in low range the result was 1.72 ppm. Samples were collected from potable water tank #6 port, as it was empty prior to filling, and the result on the inspector's kit was 1.50 ppm and 1.20 ppm on the ship's kit. The pump was increased and later a value of 4.0 ppm registered at the dosing point and over 2.2 ppm was measured from tank 6 port.

Potable Water-Bunkering

Both the chlorine analyzer and the recorder chart were out of calibration during the manual testing of the bunkering process. When the analyzer reading was 2.0 ppm the inspector collected and tested the sample water with a result of 1.55 ppm. The analyzer recorder chart readings never registered below 2.0 prior to or during the testing by the inspector and the ship's staff, and these manual test results were all below 2.0 ppm during that time. Both the analyzer and recording chart were calibrated after these manual test were made.

Cross-connections on the list, such as those at the soda machines and some coffee machines, were said to have been inspected in December 2009. However, these connections were removed at least several months prior to that date.

Buffet-Lido Port

There was no serving utensil for the apples. This was corrected.

Buffet-Omelet Station

There was missing coving at the deck/cabinet juncture below the port technical cabinet.

Food Service General-Decks

The deck material in all of the galley areas was in very poor condition. There was not a smooth transition between the deck material and the scuppers, the bulkhead, or equipment legs. The deck material was peeling at these junctures, and was also soiled in several of the areas where it was peeling.

The exterior bottom panel of the blast chiller was corroding.

There was wiring draping the deck below the blast chiller. The deck was soiled in this area.

There was an open pipe penetration on the right side of technical compartment 684. In addition, a panel in the top of this compartment was corroding.

There was missing and recessed grout on the deck in front of the flat grill. In addition, a few of the deck tiles were cracked.

Galley-Pinnochio's Pizza

The top of the pizza oven was soiled around the vents and the filter. This was corrected.

There was an open pipe penetration at the back of technical compartment 720.

Galley-Lumiere's Dishwash Area

There was condensate on the deckhead and exhaust hood at the clean ends on the dishwash and glasswash machines.

Galley-Lumiere's Soup Station

There was a leak from one of the test ports on the reduced pressure assembly backflow prevention device in the hood cleaning cabinet. This was corrected.

Galley-Lumiere's Hot Galley

There was an open pipe penetration in the bulkhead behind the handwash sink adjacent to the walk-in refrigerator. This was corrected.

Galley-Lumiere's Hot Galley

There was a non-continuous pressure-type backflow prevention device on the potable water line for combination oven 343. This line was under continuous pressure. This was corrected.

Galley-Animator's

There was a leak at the vent on the reduced pressure assembly backflow prevention device inside the hood cleaning cabinet.

Food Service General-Deck Scuppers

The paint in the painted scuppers was rough and peeling. In addition, several of the scuppers had corrosion.

Galley-Animator's

There was a plastic coating on the bottom panels of hot plates 497 and 458. The coating was torn and peeling. The coating was removed.

Other-Room Service

The deck in this area was rough and pitted.

Galley-Dishwash Area

There was condensate on the deckhead and exhaust hood above the soiled ends of the dishwash and glasswash machines.

Other-Outbreak Prevention and Response Plan

The triggers for going to medium or high levels was dependent on the number of cases in a 24 hour period. It was possible for the vessel to reach a 2% cumulative proportion of passengers or crew and not go to medium or high levels. High level was the level at which continuous disinfection was required of hand contact surfaces.

Potable Water-

There was a listing of air-gaps for the vessel. This listing was several pages long and appeared to predominantly cover food areas. There was no information on the listing that specified what was connected to the potable water system. A few of these areas were visited and there were no connections that were protected with air gaps in those locations.

Recreational Water Facilities-Not A Pool

The variance procedures/request for this facility stated that the sign would address supervision. The sign for this facility only mentioned the need to have children wear a swim diaper.

Potable Water-Engine Workshop

Only two out of a potential six backflow prevention devices were visible at the laundry machines. The four other devices that were said to be behind the machines could not be seen.

Potable Water-Laundry Chemical Locker

The potable water lines to the sink were not painted or striped blue.

Bar-Promenade

There were openings around the bulkhead penetrations for the coffee machine.

Medical-

The number of ill passengers and crew members on the top of the gastrointestinal illness log included non-reportable cases.

On February 2, 2012 while anchored in St Thomas harbor the DISNEY MAGIC had a passenger suffer an injury while falling between the DISNEY MAGIC and the tender vessel VIRGIN BREEZE(1162701). Passenger slipped, fell between the vessels and cut his chin, requiring 2 stitches.
