Trust is a big factor in leading through crises. Without trust, everyone looks for scapegoat. And when you're leading to cover your ass, you don't necessarily make decisions that are in the public's best interest. You make decisions based on what will preserve your name.

Swedish leaders are allowing the data to guide their decision-making, and they're being transparent about what those numbers say. Swedes also have a high degree of unity.
