Ms. Deana Funderburk was selected as the Deputy Assistant Secretary for Policy and Legislation to the Assistant Secretary of the Army for Civil Works (ASA(CW)) in April 2018. Ms. Funderburk serves as the principal advisor on the Nation's water resources policy, guidance, and legislative initiatives to the ASA(CW) and as the primary liaison for the ASA(CW) with Congress. She serves as the primary advisor on all Civil Works aspects of the regulatory and related programs and tribal affairs of the U.S. Army Corps of Engineers, which includes commercial navigation, flood risk management, hydroelectric power generation, outdoor recreation activities, fish and wildlife habitat restoration, ecosystem management, municipal and industrial water supply, and related water resources activities. Since 2009, as a defense contractor Ms. Funderburk advised DoD leadership in two main offices within the Office of the Secretary of Defense (OSD). She most recently served as Deputy Chief of Staff in the Acquisition and Sustainment's Space, Strategic, and Intelligence Office. There she assisted in managing the office, provided quality control for memoranda to senior leadership, administered the Office's Program Objective Memorandum (POM) Budget Issue Papers, and researched and wrote a study on international cooperation in space. Prior to that, she served as Global Defense Posture Advisor and Legislative Affairs Specialist for the Strategy, Plans, and Forces Office within DoD's Policy shop. Prior to her work at DoD, she served as Deputy Director and Acting Director of Legislative Affairs at the Federal Communications Commission. She also served for over 10 years in the U.S. Congress as Chief of Staff and Legislative Director for U.S. Congresswoman Virginia Foxx (NC) and Policy Advisor for U.S. House Majority Leader and Whip Congressman Tom DeLay (TX). She has a Bachelor of Arts degree in History and Government from Wake Forest University.

Prior to becoming the Principal Deputy General Counsel, Mr. Sander was detailed to the Office of the Director of National Intelligence Office of General Counsel. Since 2010, Mr. Sander has worked as a federal prosecutor in the U.S. Department of Justice, National Security Division, Counterterrorism Section. Previously, Mr. Sander served as the Chief of the Economic Crimes Unit and the Captain of the Narcotics Enforcement Team in the Montgomery County, Pennsylvania District Attorney’s Office. Mr. Sander also served as a Special Assistant United States Attorney for the Eastern District of Pennsylvania. In his military capacity, Mr. Sander is a Lieutenant Colonel in the United States Army Reserve-Judge Advocate General’s (JAG) Corps, where he serves as a National Security Law Attorney for the Defense Logistics Agency. Mr. Sander also currently serves an Adjunct Professor at the National Intelligence University (NIU). Previously, Mr. Sander served in the Office of the Judge Advocate General-International and Operational Law Division (OTJAG-IOLD) at the Pentagon during which time he was mobilized as an Operational Law Attorney with the Headquarters, Department of The Army (HQDA) G-3/5/7.
