Anderson has a long record of successfully leading property management and contract negotiation initiatives for higher education campuses and federal agencies. Most recently, Anderson served as the director of services delivery and property management for the George Washington University. Anderson received a Bachelor of Arts degree from North Adams State College in North Adams, MA, and a Master of Education from the University of South Carolina in Columbia, SC.

Prior to joining GSA, Babcock served in leadership roles in both the public and private sectors. He previously worked as a director for a large government relations firm. Babcock also served as a senior legislative assistant for a U.S. Congressman and legislative aide for a U. S. Senator. Babcock earned two Bachelor of Arts degrees from Southern Methodist University in Dallas, TX.

Borden comes to GSA with broad management, policy, legal and public leadership experience. Most recently, he served as the deputy staff director for the House Committee on Oversight and Government Reform. Borden’s more than 20 years of experience on Capitol Hill also included service as the director of oversight for House Speaker John Boehner and Majority Leaders Eric Cantor and Kevin McCarthy, general counsel to the House Oversight and Government Reform and the Education and the Workforce Committees, and as counsel to the select committees that investigated the Benghazi terrorist attacks and the response to Hurricane Katrina.

Allison Fahrenkopf Brigati serves as acting deputy administrator of the U.S. General Services Administration (GSA). Brigati began her GSA service in July 2017 as the associate administrator of GSA’s Office of Governmentwide-Policy. Prior to joining GSA, Brigati served as the general counsel and director of strategic initiatives for the National Academy of Public Administration. An expert legal advisor in contracting, employment, and financial issues, Brigati provided counsel to the senior leadership team at the Academy, including its president and board of directors, regarding various legal and policy matters. Previously, Brigati served in various roles at the World Bank, including as the senior advisor and senior quality assurance officer to the director of the Department of Institutional Integrity. She also served as the deputy counsel at the Republican National Committee, as well as a corporate law associate at a global law firm. Brigati is a licensed real estate associate broker with experience in both commercial and residential real estate. Brigati earned a Bachelor of Arts from the University of Notre Dame and a J.D. from Boston University School of Law.

Most recently, Cooke served in several positions in the U.S. House of Representatives, including Counsel and Deputy Parliamentarian for the Committee on Oversight and Government Reform. Cooke advised the committee chairman and members on antitrust, appropriations, budget, financial services, parliamentary procedure and regulatory issues. Previously, Cooke served as Counsel on the U.S. House of Representatives Committee on Small Business, where she provided legislative advice on access to capital, entrepreneurial development, financial services, intellectual property and procurement matters. Cooke earned a Bachelor of Arts from the University of Massachusetts, Amherst and a J.D. from the University of New Hampshire School of Law.

Dixon joins GSA with extensive legal and communications experience. Most recently, she was a senior attorney at Hesse Martone, P.C., in St. Louis. Previously she served as General Counsel & Director of Policy for Missouri Lt. Governor Peter Kinder, and as campaign manager and spokesperson for Kinder's gubernatorial campaign. Dixon earned a bachelor of arts in communication from Texas A&M and a juris doctorate from Washington University in St. Louis.

Joyce Haas is a graduate of Pennsylvania State University with degrees in English and Speech Communications. She has taught English and Speech at both high school and university levels. Joyce has been active in politics since writing a master’s paper in the 1970s outlining the speaking role that the Vice President plays in the national administration. Joyce Haas has worked statewide on campaigns for George H. W. Bush, Senator Rick Santorum, Attorney General Mike Fisher, George W. Bush, Mitt Romney, Governor Tom Corbett and many others during her years of service for the Republican Party of Pennsylvania. Joyce has been a member of the Republican State Committee of Pennsylvania since 1986 and has served as Co-chairman of the Central Pennsylvania Caucus from 1990-2006. She has represented Pennsylvania at six Republican National Conventions and served on the Bi-Laws Committee, the Platform Committee and co-chairman for Pennsylvania as they hosted the Republican National Convention in Philadelphia. Joyce retired from U.S. Airways as a Customer Service Agent and also served as a Product Specialist for the Ford Motor Company. Joyce resides in State College with her architect husband, John C. Haas. Joyce and John volunteer together in many community activities such as the Chamber of Business and Industry of Centre County and The Centre County United Way.
