Special Government Employees
Experts, consultants and other advisers who serve in the federal government on a temporary basis are classified as special-government employees, or SGEs, a category of employee created by Congress in 1962. Some are paid, others are not. Many keep their full-time jobs while working in government. They can work for no more than 130 days during any calendar year.

Carolyn Tatum Roddy is a practicing attorney in the Atlanta area. She has broad experience in the federal and state regulation of telecommunications companies and other utilities and in representing those commercial organizations in a variety of transactional, corporate and administrative law matters. A graduate of the University of Georgia Law School and the Grady College of Journalism and Mass Communications, Ms. Roddy previously served as an attorney at the Federal Communications Commission. She was also regional regulatory counsel for Sprint Communications Company in the Southeast, and subsequently served as Counsel at Troutman Sanders, LLP in Atlanta and Director of Regulatory Affairs of the Satellite Industry Association in Washington, D.C.
