Project Goals
This project will repair an existing secondary road, by addressing drainage issues with the installation of a simple V-ditch, emplacement and compaction of fill and the addition of several inches of compacted gravel. Work will take place between 42 SUB 8535 3246 and 42 SUB 8748 3058, from near the road intersection with Highway 1, continuing Southeast for three kilometers. The road is the primary means for residence to travel to the Moqur Bazaar and District Center, and allows them ability to access economic markets and government services. This project will employ Moqur residents in an area that has been highly supportive of ALP, and will highlight district level government presence in the form of development, reinforcing the perception that support of ALP results in increased services from GIROA, strengthening government legitimacy. Janube road is a secondary road that connects nearby villages with Moqur Bazaar and the District Center. This area was under strong Taliban control until the local populace requested to become part of the Afghan Local Police initiative. Once a major point of origin for indirect fire on COP Moqur, Afghans and Coalition Forces now have freedom of movement in the area. Moqur residents participating in a Community Cohesion Initiative (CCI) identified projects to repair and improve Janube Road as among their top priorities for the district and the project is supported by Moqur Sub-Governor Sahib Khan. The District Stability Framework (DSF) also identified road repair and construction projects as needed in Moqur. In the past, Moqur Sub-Governor Sahib Khan stated that villagers would respond well to repairs to Janube Road and with the implementation of a local ALP presence, this project is both feasible and necessary. Bring development to this area in a limited scope and in a fast manner will increased community support for and the legitimacy of GIROA. GOVERNANCE: Immediate impact of increased trust and confidence in District Governor with the secondary effect of projecting GIROA governance into areas secured by the ALP ISO GOV 1.4 & 1.5 DEVELOPMENT: Highly visible development project with positive impact on local populace who have supported the establishment of ALP elements in the area ISO of DEV 1.1 SECURITY: Directly supports SEC 3.1, connecting ALP tactical success to governance and development. DESIRED EFFECTS: Visible development support and effective delivery of services to areas where the ALP has been established and is supported. Low-impact but highly visible projects that support the economic growth of the Muqor Bazaar in areas where ALP is established will reinforce the perception that with security and support of ALP, GIROA will be able to provide services.
